To prevent race conditions with the framework lists when reading the clk_measure files, the debugcc device will cache its parents during init by calling clk_hw_get_parent_by_index() for all of them. This requires debugcc to probe after all its parents. Add clock phandles for them so debugcc doesn't probe until its suppliers. Change-Id: Ia6afacaa5b85946e9d040c5fa9c0c5885c829c18
