Rohith Kollalsi c2e6a1911e ARM: dts: msm: Move change for USB3 PHY portselect inside tlmm block 
Currenly usb3phy_portselect_default is defined outside tlmm block,
which gives an issue while getting phandle for ssphy. Because of this
dwc3-msm probe is failing. To fix that move the definition inside
tlmm block.
