062f53fc73 Mark the module as VNDK or VNDK-SP in Android.bp 
As a VNDK/VNDK-SP module, Android.bp must have 'vndk' tag as well
as 'vendor_available: true'.

For a VNDK module, the 'vndk' tag has 'enabled: true'.
It will be installed system/lib(64)/vndk as a vendor variant.

For a VNDK-SP module, the 'vndk' tag has
'support_system_process: true' as well as 'enabled: true'.
It will be installed system/lib(64)/vndk-sp as a vendor variant.

ac5a3090cb Mark dependencies of libpiex as vendor_available 
libpiex is already vendor_available but its dependencies are not.
Marking them as vendor_available since a vendor_available lib cannot
link against to non vendor_available libs.

2cadf1ae1b Mark libpiex static lib dependencies as vendor_available. 
This means the library may be installed in both the
/system and /vendor partitions, if they are used by
system and vendor code respectively.

cdd77ccc7b Convert libpiex to Android.bp 
See build/soong/README.md for more information.

Also converts the tiny libbinary_parse, libimage_type_recognition, and
libtiff_directory shared libraries to static libraries.  They are only
used by libpiex, and linking them statically reduces the total size by
90kB (263kB to 170kB).

Cherry-pick of be908191d0 from public AOSP

This change should fix the issue of Skia getPixels() / getAndroidPixels()
It is already tested and used by the up-stream Skia since http://crrev.com/1883783002
