MH2 | Implement direct channel and direct report methods

Browse Source 
Implement registerDirectChannel, unregisterDirectChannel, and
configDirectReport methods of HalProxy.

Bug: 136511617
Test: Compiles successfully. Simple enough change to ignore unit tests
for now.
