[vts] Fix VTS batched-command tests

Fix VTS tests per comments in b/304976052.
Removing redundant tests, as existing CreateLayer, DestroyLayer,
 CreateLayer_BadDisplay and  DestroyLayer_BadDisplay
already provide the needed coverage.
