Daniel Van Veen 0c7d58b00a Fix inequality typo in StreamIn::getCapturePosition 
This was preventing getCapturePosition() being called from
the default HIDL implementation.

Test: cts-tradefed run cts -m CtsMediaTestCases \
      -t android.media.cts.AudioRecordTest
