Yu Shan 1d2d4dd1b7 Add INFO_VIN in reference VHAL. 
This is for remote access HAL to use as device ID.
This CL is already included in internal branch but cannot be directly
cherry-picked due to refactoring in reference VHAL.

Test: Local build.
