Jooyung Han 580e81b0be Add virtual fingerprint HAL APEX 
This moves the virtual fingerprint HAL into a vendor apex:
  com.android.hardware.biometrics.fingerprint.virtual.

Test: follow README.md to test the virtual FP HAL
