Yifan Hong 84c3e21590 Add dump_hals_for_release. 
Dumps HALs for each release by analyzing
- current.txt
- prebuilt_hashes/*.txt
- hardware/interfaces

Test: prebuilt_hashes/dump_hals_for_release.py \
    --pretty \
    --package-root android.hardware:. \
    -- current.txt prebuilt_hashes/26.txt \
       prebuilt_hashes/27.txt prebuilt_hashes/28.txt
