Jayant Chowdhary 8cd3ba8fdf Add VendorTagDescriptorCache to android.hardware.camera.common@1.0-helper 
Since android.hardware.camera.common@1.0-helper is a utility VNDK
library, where the implementation isn't linked to a specific version of
any HIDL interface we don't uprev the library.
