Yu Shan a2bbcd26bd Migrate proto_message_converter to AIDL vhal. 
Migrate proto_message_converter to AIDL vhal. This would be used
in grpc vehicleClient/vehiclServer. This CL also creates the
required proto files.

Test: unit tests.
