Yu Shan b88515aa50 Add VHAL_SUPPORTED_PROPERTY_IDS to ref VHAL. 
Add the special property VHAL_SUPPORTED_PROPERTY_IDS to ref VHAL
to test getting all property configs through multiiple requests.

Test: atest DefaultConfigSupportedPropertyIdsTest
Run gcar emulator and check HVAC property.
