Ningyuan Wang 2dc4f2ef25 MW wifi: Remove PNO back off parameters in WCNSS_qcom_cfg.ini ...

On 2016 and 2017 devices, we use nl80211 scan plans to back
off pno scans. These parameters in WCNSS_qcom_cfg.ini are no
longer needed. Remove them to avoid confusion.
