Hunter Knepshield c9e2c6d319 Make IDumpstateDevice 1.1 
Add dumpstateBoard_1_1 to accept a mode parameter (e.g. for limiting
vendor logs to the right bug reports).

Add setDeviceLoggingEnabled for the user to toggle vendor logging on and
off.
